Cleaning and re-finishing "Black" tooling

My new to me mill came with a LOT of tooling and clamps, etc. most of it has some rust on it.

All the t-bolts, clamping plates, steps, etc are of a flat black finish. Not paint.
what type of finish is that on all the black mill clamping hardware?

Best way to derust them and re-finish??

Evaporust, which will also remove the existing black oxide coating.

Polish out the fastener heads with a 3M radial brush and then one of the many black oxide coating chemicals available.
