Cleaning Garage Floor At Work

I'm currently trying to figure out a solution to the flooring issue at work.
The 2 cycle shop (where I work), used to be an old fertilizer storage building. Then it was converted into a shop to work on all of the mowers, weed eaters, tillers, and basically anything else with a small engine. The problem we're having is the floor has about 7 or 8 years worth of oil and other junk on it. It's so thick that the pressure washer we have behind the shop (3600 psi) has a hard time taking it off. The floor also has a sealant on it, underneath all of the gunk and grime.
My boss and I want to coat it to prevent another mess similar to the one we're dealing with. What is the best way to go about fixing this issue? Heavy duty solvent or some kind of concrete scraper?

Try using a floor buffer with a good scrub pad and some degreaser to clean the gunk down to the sealer. After that you will need to grind the concrete to remove the sealer if you want to apply a coating. Any remaining oil or grease stains after the sealer is removed will need to be cleaned.

If you still have some stubborn stains you may need to use a an oil stop primer on the floor before applying your coating of choice.

I think it might be worth noting that it is not smooth concrete, but rather a rough type of concrete, with some rather large stones showing through it.
