best way to since a borrowed my 1/4 socket set to a buddy now there a little rusty not bad just surface rust and the ratchet doesnt want to move very easy

Surface rust on chrome = 00000 (aka "five oh") steel wool.

All ratchets should be rebuildable, probably via O-ring. Pop that sucker off, clean, regrease, and you have a new(ish) ratchet.

I like to use a brass wire wheel on a grinder for removing surface rust and then polish with the buffing wheel and appropriate compound. I have brought back to life many found tools this way.
