Cleveland Universal Jig - What is this?

I just found a Cleveland Universal Jig something or other in my pile of **** and I am wondering if anyone knows what it is. When you pull the handle the top jaw clamps down. I can't find anything on the internet about it, or what it is supposed to do, with the exception of this patent listing.

I understand it is supposed to clamp something. Anyone have any idea what this was actually used for?

Might have been intended to be user-modified for some particular job and this one has never been used.

It looked to me on the patent application that the patent was actually just for the ratcheting handle mechanism. Does the ratchet make it work like some sort of press?

It is a blank drill jig. There would be a custom nest for the part in the bottom and drill bushing(s) in the top. Place the part in the nest and close the fixture to lock the part in for drilling, reaming, tapping, etc. using the bushings to locste the tools.
