Clipper, Nipper, and Long C Craftsman DOE Wrenches

I found these today in a toolbox that looked like it hadn't been opened in half a century or more. The first three pictures are a mystery cutter or clipper of some sort that is very ornate down to the brass washer on the hinge joint, doesn't seem to have been used much and may have never been sharpened. Any idea of it's original use? The next two are of a new old stock carpenters nipper, the only markings are: 8" and 430 in a rectangle. The 8" is obviously the size but is 430 a model number or does it identify the maker? Finally 4 very clean long C C1 Vanadium DOE wrenches that were just so nice I couldn't leave them; I'm thinking 30's - 40's.

Veneering tool? Picture #1 seems to suggest its use.
