CM Ratchet Hoist

Purchased a CM ratchet hoist/puller 640 and want to make sure it works Properly.

If it’s in the up position it will ratchet the hook up no problem.

If I flip the switch to down it will back ratchet but not move the other direction lowering the hook, until I pull out turn the ratchet release mechanism then moving The ratchet will lower it.

Is that the normal operation?
