what can be used to coat a dirty floor without cleaning it? - obviously would sweep and clean blobs of stuff - but other than that, what can just be used and will adhere even if there are oil stains?

You're setting yourself up for a disappointment if that's your approach. There are many substances that can be painted and paint will adhere to them well. "Dirt" of any type on a surface is going to compromise the quality of the floor coating. You're looking to coat on top of unknown stuff outside of the oil that you mentioned and oil doesn't like being painted, however there is a special primer that is used under driveway coatings to get them to bond over oily spots. It's probably a stretch to think it would help though.
Your best bet is to clean the surface...check any flooring post on here, there are many ways to clean a floor, the best of which is the method described in the application instructions for the product you want to apply.
Sorry, there are no silver bullet shortcuts in this case. :)

A Modular Flooring System like Racedeck and similar products would be the only thing you could apply over the floor without spending the time necessary to clean it properly. Any coating would take a significant amount of preparation, as this is the most important part to ensure the coating adheres to the floor. Trying to apply anything to a dirty or improperly prepared floor will only result in dissapointment and an unattractive mess in the long run. Good Luck!

there is nothing that is going to stick to crud and oil stains. If you don't want to wash it well and acid / grind it, then just put a modular floor over it. Really no other options

Actually POR15 makes a concrete coating, check out their web site www.por15.com

right

here is the description:

"FLOOR ARMOR

Now, seal your floor permanently, with all-new Floor Armor™ floor painting kits, from the makers of POR-15.

No need for acids; no need to flood your floor with water. Just use our easy degreaser on any heavy oil or grease stains, vacuum away any dust or dirt, and paint right over everything with Floor Armor. Get the same fantastic results you have come to expect from world-famous POR-15 Rust Preventive Paint, with this terrific new product. It is the result of several years of development by our own chemists and product specialists.

Use Floor Armor in heavy traffic areas. It can take the abuse from forklifts, floor jacks, and constant traffic. Once your floor is covered with Floor Armor, you'll wipe up oil and grease stains with a rag, and keep dust down too."

so ... you get to avoid the acid scrub but have to clean the debris (which would be something to do under any circumstance, i agree) and degrease the major stains...so, along the por 15 right over the rust philosophy (kinda)

I'd be leary of anything that says it's gonna stick to oil and crud. With time it will most likely lose adhesion.

We have an oil stop epoxy primer. It is used to prime oil contaminated concrete surfaces.
Here is the catch: IT IS BLACK. Therefore, if you want to eventually make your floor a lighter color, you will need several coats. In the end, this will fix your problem.

Scotty - you did it - there it is - the POR 15 of dirty concrete floors - put it on it and everything underneath it stabilizes and stays put - and then coat it pretty - thanks

Sure there is. More crud and oil stains!

I think even if I had a dirty floor and was going to cover with race deck, I would still clean the floor anyway.
