You probably can not afford a good one !
BTW, cable TV "cable" (RG56 or RG6) and network cable (CAT5, 5e or 6) are very different. Cable TV cable uses a "broad spectrum" analog signal while network cable is "digital" (okay, you experts, don't beat me up how digital transmission lines act like analog signal; I'm trying to simplify thing.)
For evaluating the "quality" of the signal, you will probably need 2 different devices.

not sure what you are hoping to learn....a simple multimeter and shorting plug will verify continuity and shorts to shield. The cover should be stamped with belden number or impedance (50/70/62 ohms, etc). Even length marks, if the cable is fairly new.
If you need exact length, connector loss/number, velocity factor and such you will need a basic TDR as laser suggests....but they are not inexpensive, if you want a decent one.
