Code Q - Main lug convertible load center

I imagine there's no issue, but I'll ask here while I try to get in touch with the local utility. We're (utility) is going to hook up a load center next the the meter to service a well pump and allow for a 70 amp shop feed. That part is all OK, no problem.

I can find locally a good GE 6 space main lug box - it's perfect. It's convertible with a 100 amp breaker and breaker tie down with just enough space for the other two breakers. Small and compact, copper buss, etc. The issue is there is no 1 1/4 knockout on the left side of the box for a ******. GE didn't put many knockouts on the the box at all. There is one 3/4" on the right side and a couple on the bottom. There are other models with knockouts, but none carried locally. Any code issue with punching a 1 1/4" hole in the side of this thing? I can find a Square D with knockouts on the side but it's not convertible (along with being 50% more expensive). There's nothing in the GE box to interfere with incoming #4 cable, so I can't really see an issue. The house uses a GE panel, so I'd like to stick with GE all around if possible. Thanks for any assistance.

is this coming right off the meter with no disconnect ahead of it? Is it marked 'suitable for use as service equipment' ?

It's tagged with the same detail as all the other Powermark Gold load centers - outdoor type 3R, single phase, feed top or bottom, factory installed main lugs, field convertible to main breaker. The 100 amp would be the disconnect or is that not what you're asking. Utility has no problem with it, actually there already is a crappy 30amp switch with fuses it in that controls the well pump. It's hung right off the meter and I'd prefer something better there.

Why not use a 100 main breaker panel? Does it really matter if it has a bunch of extra spaces?
I want to keep it small - this is on the outside of a nice brick wall, the smaller the better. This box is the smallest that I can find that can be converted - next down is a single breaker box. This box is 11" x 11". Only need three spaces - main, 30 and 70. No more ever. There is a 200 amp box inside for the house. I suppose I could punch the 30 amp well feed through the wall and put the breaker in there and just use a 70 amp outside for the shop feed. It's easier to tie the well in at the meter since there is already a run to there, conduit, etc.

I may still just do the 70 amp box - cheaper and quicker, but more work later on the well feed. There is just a LOT to do on this house and the less hassle with one thing makes more time for the rest of it.
