Cannot speak for your area, but, in my opinion and my area, hangers should be used. Toenailing doesn’t get it done anymore. Properly nailed rafters may not require hurricane ties, but we use them anyway and certainly would do so under an open shed roof where uplift is more likely.

I agree with both above plus the use of "code spec nails" for the ridge hangers & ties at the eves, Michigan code and hard to imagine it not being national.
I was on a job doing masonry when an inspector showed up for the rough inspection. It was a low slope 4/12 open shed roof tied onto an existing 8/12 and shingled, the builder used screws rather than nails on the ties.
Inspector said no go on the screws since they often snap when tightening and would not pass until they were all done with hurricane code nails. It was an impossibility without removing shingles & sheeting.
School of hard knocks... Ouch!
I might add that palm nailers work great and are rather inexpensive.

Screws are very strong in tension, less so in shear. Reason for nails is to resist shear caused by winds wanting to lift the roof off the walls. Nails will bend under shear stress, whereas screws tend to snap.

Although personally, unless in hurricane prone areas, I wouldn't lose sleep over having used some quality 2-1/2" coarse-thread screws instead of nails.

I can only see this if they used drywall screws. A proper screw is going to strip the wood out before it will snap.

You have to use the correct fasteners for the application. Simpson DOES make screws that can be used in hangers. "Regular" screws will not meet the spec as they were NOT designed for this sort of shear application.
