Coleman Compressor Seizes up When the Pressure hits 80PSI

I have a 27 gallon Coleman Compressor that seems to seize up when the tank pressure gets to roughly 80 PSI.
I have a drain hose and when I leave it wide open so the tank does not fill and it seems to run forever and stays cool, when I close the valve about 1/2 way, pressure builds in the tank very slowly, the compressor motor heats up, not the electric one, and will sieze up and throw the breaker.
I have put fresh synthetic oil in it.
I did drain the oil, and only had enough to fill the crankcase about 1/2 way. Told my team NOT to use until I could get more oil. Found out they tried to use it anyway. I am thinking the compressor motor got hot enough to do some damage to itself, but under no load it runs quite nicely.

it is normal for the compressor "pump" to heat up while compressing air, it's the nature of compressing air.
how hot does it get?
is it building pressure slower than it was previously?
did you change the oil in attempts to get it to work properly, or did the problem start after you changed the oil & it was run low on oil?
does the motor have start & run capacitors ?
when you say seize up, does it completely stop turning and the breaker blows or does it blow the breaker and as a result stop turning?

Inspect the check valve between the head unit and tank.
You will have to remove at least the plumbing.

It does not seem get any hotter than it used to, so that baffles me a bit.
It builds pressure as rapidly as it did before
I changed the oil because but had been two years and it gets used almost everyday. I felt it was beyond time to put in fresh oil.
Yes the motor does have start and run capacitors, both brand new and identical in specs to the originals.

The motor slows down, then stops and the breaker blows. I have it on it own line.

Hmmm, it is brand new as of a month ago, as the old kept blowing out. But will check it again... new stuff does go bad.

Check for debris, if there is, look upstream for the source.
