Sounds like you want to put a floor on top of the rafter ties, but there's something in the way. (Collar ties are in top third of peak, so I think you meant rafter ties. https://www.nachi.org/collar-rafter-ties.htm ) If I'm interpreting what you're saying about the flat 2x6, that's likely there to keep the joists tied together at the bottom. Even if you have trusses, it's the same thing, but the rafter tie is now a bottom chord.

As for load capacity of the ceiling joists/rafter ties, is there any reason you can't call your contractor and ask for the engineering drawings? They should have live load and dead load numbers on them.

I had a garage built 24x24 the carpenter used 2x6 laying flat spanning 24 feet and collar ties nailed to it to stable walls from back to over garage doors . the way he did the pockets on each gable end I would have to rip the out just to build up a beam on its side 5.5 down not on its flat . rather than tear all that out I would build beam beside it and new pockets . this way I could plywood the top of the collar ties for storage ,. how far can I span 24 feet with out can a 2x6 built beam span 24 feet without lally columns. thank you bob v .

Based on your description, if the nail pattern is acceptable, you can span 13 feet without a support. this is based on 16" centers and 40 psf storage load.

I doubt when it was built they were that specific on nail pasterns, so I would be really careful about using it for storage.

To the last bit of text - no, a 2x6 can't span any kind of 24' IMHO. My shop has a clear span 24', those are #2 hemfir 2x12 boards. But also, more data, pictures, clearer description would be needed.
