Looks like a blacksmith's vise. You're supposed to be able to hammer real hard on the top without damaging the mechanism

My buddy last year sold his 6" Columbian Post vise on Ebay for over $300. Condition is everything. If I lived 15-20 miles away, I'd take a look. If it shows light use, the jaws could still be squared out and have life. If its complete, I'd offer $75. Those of coarse you don't paint and if you can bring the patina back, trippling your money might not be a dream.
