I put together the vise however the washer the on the outside of the handle just spins around. Does anyone know how this locks in place. Thanks

Its not essential that a washer in this location be stationary. Lube it up and let it do what it wants, so many vises just have a plane washer in this location.

the wings need to stick out enough to catch on the overhang of the front jaw. If the washer is too small on the outside diameter, it will spin. Perhaps someone installed a washer from a smaller vise.

Thanks everyone for replying. I just wanted to make sure the washer did not have to be flipped a certain way. That looks to not be the case here. I got the vise for $45. I thought you can't go wrong for that price.

So I think the issue for me is the washer is too small. As it spins perfectly around and those washer tips do not make contact with the outside edges on the vise. When I first got it it was caked on with old paint and grease so that's probably what was holding it on in the first place.

Probably a prior owner couldn't find the right one, and made do with one from a smaller vise. Probably by enlarging the center hole.

Just curious does anyone know where you can buy these washers in case you want to replace them.
