Columbian D43 1/2 threaded rod split washer

Looks to be a split washer holding threaded rod in. What's the best way to remove it and reinstall new one? Or is there something else to use instead of split washer. Thanks for any help

I am facing same problem - did you get any replies?? Assume split ring type pliers to be used to open and then slide over screw

I used a screwdriver and assorted tool to pry it open and then pinched back together...seems ok
