Completely unknown tool

Picked up this tool for two bucks today from a garage sale. It looked interesting but I have no clue what its for. It says "Ward Maste" on one of the knobs, which I assume it Ward Master and was part of the Montgomery Ward tool line.
Any ideas on what it is?

I forgot to add the guy said it was a scribe. But couldn't elaborate anymore

It is some sort of hinge tool.

Used for layout.

Three inches of nickel plated versatility - a tool that can be used to mark out frames with rabbeted jambs or nailed strikes. Can also be used as an inside or outside square squaring **** hinges on either the door or jamb. It can even be used as a marking or mortise gauge. Three cutters (which could use a touch-up to make them truly sharp). Some loss of plating, but nothing is peeling.
