I bought a large Rumelin blast cabinet off Craigslist. It came with a Balston A962-BX canister type filter. Is this an air water separator?…an oil separator?…something else? Inside it has at least two different filters. Is this a type that needs some level of oil in it to trap particulents?

It's a coalescing air filter. It creates a turbulent flow and helps to remove water from the air line.

BTW, quite a high dollar filter, over $800.
Thanks. So clean it out and use as is?…no oil needed?…just drain it after each use?

Drain as needed. Depending on your location and air usage, it may be once or twice a day, or as little as once a week. No oil....also, do not add an oil mister to your system, as everything downstream of it will be oiled. Oil contamination is recipe for trouble down the road for any air usage that need clean, dry air to properly preform.
