Unit is a Kellogg-America 321, 60 gal, motor is (I think) original GE 1 1/2 HP 1725 RPM 9.2 amp. Problem is sometimes (one out of 3) when pressure drops and motor should kick on it does not. You hear nothing and after about 30 seconds a click from the starter and still nothing. A friend thinks that the pump is not emitting the typical sssssss sound of pressure release after pumping up (never did) and thus the motor can't start the pump as it is on a compression stroke. When it is "stuck" a hand rotation of the flywheel will get the motor/pump going. This just started a few months ago, never a problem before. Cleaned the "points" in the starter, no help.

Could be the unloader as your friend mentioned a few pictures of your pressure switch area would help.

I would try running it with the belt off and see if it still happens which could be the start capacitor on the electric motor itself.(sounds likely as giving it a kick start is working for you)

Spin both pulleys by hand while the belt is off see if you can feel a rough spot in a bearing

Is it 120vac, 230vac? Either way, if it has a capacitor for starting, I would look into replacing it. A 230vac can have a centrifugal start circuit. There could be broken, worn, or missing parts, or worn contacts. Another is the belt overly tight? Not much to it really!
