concrete anchor recomendation

I am attaching a floating dock to a concrete seawall and looking for recomendations for anchors. The brackets have 3/8" holes and it attaches to the top of the seawall cap which is similiar to a sidewalk. I want something easy to use, low cost, and forgiving if the hole is a little off. My plan is to also use some construction adhesive under the brackets as well.

I would probably make larger brackets and use 5/8" concrete bolts. Drill all the way through the concrete ,dont wobble the bit and clean out the hole before installing. They make great epoxys but they are high dollar and the applicater is about $25.

Its a small floating dock with 4 attachment brackets that have 3- 3/8" bolts each. I think the 3/8" bolts are more than sufficent and with some construction adhesive on the back side it will be there. I have used the lead shields before and the red head expanding anchors and both are ok, just wondering if someone else has found anything better they like to use. Thanks

We use nothing but Trubolt Wedge Anchors from Red Head to fasten items to concrete.
