I'm looking to insulate the interior of my concrete block walls. I've searched and read as many threads as I could find but I'm still confused. The building is in Denver. 10 ft ceilings nothing underground. I'm planning on framing out the walls. What would be the best for my climate and the most cost and energy efficient:
1. frame walls, fill with fiberglass batts then cover with 6 mil vapor barrier.
2. frame walls, fill with a foam board insulation, no barrier.

Also should I paint the block walls first or is it unnecessary?, which kind of foam board insulation is the best bang for the buck? and should I use a vapor barrier with foam board?

Thanks in advance, I really tried to search for my answers, but I just ended up reading a bunch of things that gave me more question:D
