I am building a new garage and wanted some idea's on waterproofing the below grade concrete block. I thought about putting on a coat of fibered foundation coating, then put 30# felt over top and then another coated of the fibered coating. I also though about parging the under grade block first but thought that may be overkill. Any recomendations? I will be putting in a french drain around the footer below footer level.

BTW, the garage walls from footer up to about 6' are 8" concrete block and the rest is wood framing.

First of all did you get the heavy weight blocks for below grade, made with only sand gravel and cement. and also you can get blocks with a water repellent admix in them.

From my experience, there is no such thing as overkill in preventing water intrusion with blocks. Also, it is necessary to have a good drain to keep water away from the walls. If you don't, sooner or later it will come through.
