Concrete ceiling condensation issue

I have a room in my house basement underneath the front porch. It's a cold room/storm shelter/ whatever you want to call it. It's about 16x14, concrete ceiling (the front porch), concrete block walls. In the winter we get condensation on the ceiling to the point where it starts to "rain" in the room. If it's zero outside it'll eventually turn into ice on the ceiling.

I've read and gotten several different opinions on how to fix this type of issue. Before I throw out my suggestions I'd like to see what you guys think. I really just want to use the room for an exercise/home gym room. Nothing fancy at all.

You can't do that with a cold room as it is not designed for habitation.

As for the condensation, this means warm air from your home is getting into what is supposed to be a cold room. Exterior venting will help equalize the temp and lessen the condensation (which is just warm air meeting the cold surface of the concrete.

In addition I would glue 2" foam board directly to the concrete ceiling to eliminate the warm moist air from contact with the cold concrete.

However, as noted, a cold room is not set up to be a habitual space. It can be but requires HVAC like any other room.
