Concrete coating / old dog

I have an older dog that is becoming incontinent resulting in his spending much time in the garage. It has a cement floor which has become stained from the urine. I can't get the staining out. I would like to finish the floor with some product that would seal the staining / odor in and repel future messes. Is there such a product available?

Start with a diamond grind, follow up with an Epoxy. Urethane topcoat is even better.
