Concrete floor needs paint prep

This is for my cousin's basement floor in his house. Will a 3M pad, the brown one, work to rough up a bare concrete floor so he can paint it? He's using a commercial buffer. Or does he need something more agressive likes sandpaper?

something more aggressive is need if the floor has been used. you need to take off the dirt and grime

He needs to put a diamond wheel on the machine you have. This will profile the concrete so he can coat the floor. A regular floor paint will not stick for very long.
