Concrete Floor Pot marks--normal??

My concrete floor was poured 2 weeks ago and they are finishing the inside now. I noticed that in a couple of places the top surface of the concrete was chipping or looked pock marked. You could rub your hand over it and bits of the surface were loose.

My contractor says this is not unusual and weather related. He says he can smooth it over with no problems--is this true?? Thanks
