Concrete floor spalling?

Hi from Northern California, I've been lurking around for a while and can't find what is causing my garage floor to spall like this.






The floor is 30 years old and the epoxy ( Home Depot ) is 1 year old. The top 1/8" or so of concrete is popping loose. It is on the floor and the stem walls around the inside and outside of the house. Does anybody have a clue what is happening to it? If it matters I live within 50 feet of the Sacramento delta.

I have similar issues going on with my driveway. It was fine this summer when we bought the house. A few months back we got some snow & ice and put some ice melt down. When I was cleaning it up, I noticed the spalling.

Thus I'm convinced the ice melt did mine.

Similar with my garage.. I had a new driveway installed last fall, and the following spring the surface began to flake away in some areas. The driveway isn't even a year old. Why is this happening?

One reason: concrete finisher added water to the surface in order to make your floor look special as he finish-troweled it.

Now, you and many more like you get to live with a weak sandy cap.

It can be completely ground and recoated. Dusty mess of a job.
