Concrete Peeling?

I have a friend in Texas who is having a house built....they poured the concrete for the foundation before Christmas.....they had the final walk through yesterday...

In the garage the surface is "Peeling"...that is how she is describing it....

My initial impression is that most of the water settled to the top....and basically dried to a 'crust'...that is now breaking up.

Is this an issue? What can be done/should be done to fix it?

It sounds like they may have worked the concrete TOO much and it is the cream on top that is peeling. I think the only fix would be to grind down or bust out and do a re-pour.

+1 on working it too much. Either that or they waited too long to finish it and they gave it a spray of water in an effort to get the surface workable again. Regardless, water was the issue.

Time for a new garage floor, it ain't gonna get any better if it's peeling already.

I beleive you are refering to it "spalling" this is when the top surface flakes off exposing the aggregate below. As others have said the only propper way to fix it is to remove & re-pour. If it is a small enough area they could install some Ardex but for a larger area a poured topping will not work well in the garage.
