Concrete sealer or densifier?

I will be raising grade around my house in a few weeks and raising a garage that was built in a flooding area by previous owner. I will be pouring 2ft walls on top of old slab bringing in lots of fill and pour new slab.
On to my questions-
What is best to seal 2ft wall with on outside to prevent water intrusion?
Besides drain tile and regrade which I'm already doing. I just want to seal with best thing possible as a safety precaution.
Btw I'm in Wisconsin so something with benefits to freezing is a must.
What is best thing to seal the stone on outside of my house that will be covered in dirt to avoid moisture seeping or ruining the stone or what is behind it?
Lastly what to seal new slab with for best salt and oil resistance?
I have lots and lots of driveway and walkway I'd like to seal too if the price is better getting a much larger amount.

I think you have to seal it like a basement wall below grade.

I would pay extra attention (meaning set a depth of 1.5x the slab thickness) to crushed stone base under your new slab. I would choose the washed limestone of ~3/4" dia and compact 2x (in two levels/layers) as you fill it up. This breaks the surface tension with water getting into the fill below. Then place 10mil vapor barrier.

Had already planned exactly that compacted in 4 inch lifts. I'm looking for sealer or densifier input from somebody that knows them well.

There are so many products available I'm trying to narrow it down atleast.
Should below grade exterior sealer be breathable or not? I'm guessing not to prevent moisture wicking into concrete in first place. Real world experience would help.

I can't help you with experience, but I'd have one of those elastic/tar/rubber coatings applied to the outside. Follow that up with dimpled drain board, which allows the water to drain down to your drain tile.

And whoever sited that garage seemed like they actually wanted to have water leak in...
