Concrete sealer over vinyl graphic?

In the latest Wood magazine "Great Garage Makeovers" edition, there is a picture of a garage floor that I'm curious about. I don't have the magazine in front of me, but I'm pretty sure it said they applied a stain to the concrete, then applied the vinyl graphic and then put on a clear sealer. I'm certain it didn't say clear epoxy, just sealer. Is it possible to apply a sealer over a vinyl graphic and have it "work"?

Embedding a graphic requires 100% solids clear epoxy with a UV adder. Sealer is a very vague term.

Okay, that being said, how does one go about staining a floor and then applying an epoxy? The stains I've looked at say you can't disturb the surface ie-no acid etch, shot peening, grinding etc, but all epoxies require you to do so in order for them to stick.

Clean floor, make sure there are no sealers present.
Acid stain floor
Neutralize and rinse well
Dry few days (until no moisture is present)
Apply one coat clear epoxy primer
Adhere decal to floor
Apply clear product - 100% solids epoxy with UV adder.

The acid from the stain should be enough to give us the bite we need for the coating.
Make sure you apply it per the instructions.
