Concrete Sealer Question?

Hi Everyone!

We close on our new house on Monday and one of my first projects is to Epoxy Coat the garage.

I was under the impression that our concrete was not sealed when it was poured 4 months ago. I even recently took some water and poured it onto the concrete and it was quickly absorbed into the conctete leaving the damp "shadow" on the concrete. The concrete has a chalky finish to it and no visible signs of sealer.

Now comes the wrench in the equation. While doing our final walkthrough last week, I was told that there is a sealer on the concrete and that I need to re-apply it every year(If i were not to epoxy the floor).

In the past, sealers I am used to give the concrete a bit of a shine and help prevent water absorbsion. Is this sealer the builder is talking about something a bit different?

Since the concrete seems to **** up water like unsealed concrete, will a heavy acid etch do the trick, or am I renting a floor grinder?
