Confused grounding

I have 1958 home with a 5 year old electrical panel and it is grounded to water input line. Can i attach a second ground to a copper ground rod? Can i tie the existing ground wire and the second wire together so the second wire goes to the ground rod?.
Low voltage is more known then high voltage.

In some sense you could but ideally there would be a continuous wire from rod to panel. If there is buried water line it is considered primary electrode and rods supplemental. They may want number 4 to water used in this way or a uffer,, a little less resistance,, ha Buried steel water line or steel well casing is the best. Some places with other ground much better don't even bother with rods.
