connected Breakers whats going on ?

Ok I will admit havent opened up electrical panel yet.
Brand new house a breaker marked Garage outlets has a double breaker connected half says Garage outlets half says spare .
Am I to believe it is a 110 outlets with possibility of 220 ?

Without opening the panel, it's all just a guess.

They could have wired the garage outlet(s) with just one side of the double breaker, which is my first guess, which makes them 110 outlets. I'm not sure why that would be done vs. a single breaker of the same amperage.

Charles is correct. My first hunch is the electrician added a 220 where he originally had the garage 110 and a spare, but didn't change the label.

New construction. I doubt it would pass inspection.

I guess they left a spare breaker for 220 volts in the garage.

I'm guessing you're seeing this first breaker? Perfectly legal. It doesn't mean 220V though. If it's this second breaker then it is a potential 220V source. You'd still need appropriate amp rating and wiring. What is the amp rating?

I would say that there is a 12-3 wire going to the first outlet , black to the outlet, red wire nutted off in box.

Thanks Guys. Before I forget Rookie2 nice truck. Ezzzzzzz,it actually is the latter with the connector bar. You nailed it .I remember hearing the builder say they had to upgrade the septic to a bigger wire . So maybe they just used it since it was there .They are both 20amp. I can use it like any other breaker ?

Multi wire branch circuits now require a handle tie on the breaker, so it could be just what it says, a circuit for the garage and a spare
