contractor in electrical panel?

So I am finishing up the wiring in my garage and I have a question about locating my 24v transformer and relay that I am using to control my electrical heat. I chose this option so I can maintain a low temperature (~45 degrees F) when the space is not occupied. So, my question is this: Is it safe/legal to physically put the relay and transformer in my electrical service panel? I think there will be enough room physically, juts not sure if this is ok/safe. For what it's worth, the garage is a 24x30 detached pole building in Delaware.

Not allowed. But you could install those in say a rated enclosure right next to the panel.

I sort of figured this wouldn't be allowed. I have another enclosure, but was hoping to 'clean up' the installation some.

Most 24vac HVAC control transformers I've seen are just mounted to a knockout on a metal square box. The 120vac wiring is internal and the 24vac wiring external.
