Converting From 3-Wire to 4-Wire Circuit

Please help me out with a electrical question. I am looking at a used electric heater for the shop. It requires 15kW, 208v, 3PH, 41.5 amps and has a 4-wire circuit plug. Please keep in mind that I am an electricity rock.

How much work is required/how much should I expect to pay to convert my 3-wire circuit over?
