Never seen one like this, it looks almost 40-50's? Where is the air stored or is it just an on demand thing?

Paint sprayer compressor.
I used to have similar from 1940’s based on the model number.
They are on demand and only produce about 12 psi.

I kept mine for a while as a way to blow off the work bench, but the coolness was overcome by the lack of space and it was offered to another collector of old tools.

Cool thinks for info, just thought it was rather neat looking and was not familiar with it. So it would spray LPHV? vs today's standard.
