i think it feels like a dogbone wrench.. or a gimmick tool.
if it's not the actual patient record shelving that's commercial grade.. it's probably a poor performer when you retrofit something like that.

luvit has a good point. you get what you pay for. Granted I don't know the cost but there are industrial made items like this that are proven performers.
Another draw back to this design for most garages are if you have that much stuff for a system like this then you propably don't have enough room to manage it correctly.
