Cool wrench / bird art?

Don't know what to call this wrench, it was giving to me in a lot of tools over 5 years ago. The guy was a heavy truck mechanic in the 60's & 70's. I did not know him. Either way I sold probably over 600 wrenches over the years and never seen one like this. Measures 6 1/8" long, opening is 1 1/4". It is marked 23. Any ideas on what it is. My guess is some guy made it on his down time.

Well, I can't see a purpose for the "ring neck" other than grip, but otherwise it would seem to be functionally similar to a short structural or spud wrench. The jaw is awfully wide for a spud wrench though. The artwork is neat.
