cooling a HOT garage

So i am getting ready to do a makeover of the garage, but it currently gets sweltering hot in there. Im in the SF bay area so the climate is great, but the garage has literally no ventilation. gust the roll up door and an entry door into the house.

So short of A/C any ideas? the garage has open rafters, so would an attic fan be helpful in pulling the hot stagnant air out?

If you have zero air circulation and open rafters, you're going to find a big improvement with a simple attic fan.

You would notice some amazing differences with just some insulation and plastic vapor barrier on bottom of trusses or rafters.

How about whirlybirds in a few strategic spots? Turbine action ***** hot air out as well.

Any way you can release the trapped hot air up there will be a huge improvement.
I'm not in in Cali, but I've read those whirly birds are in affective once winds get over 6mph?
Whether that's true or not I dunno, but I'm also looking at improving air circulation, specifically above the rafters.
The roof absorbs massive heat up there!
