i believe the empty cavities are for tools to be added later.

Krusty is right, I just saw this exact same set on a Cornwell Truck for 150.00 or so. It had all of the pieces shown in the pic above. The other empty spaces are for you to add other adaptors. This is a basic set that is designed to be added on to.

You got it... thats how the kit comes.. If you go to cornwells site you can see where it has spots for more to be added later.. thanks again
