Cornwell Stepped Mandrel or Punch What is it?

Came to me in a toolbox full of Diesel Mechanic tools. About 8 1/2 inches long, the smallest end is 1/2" dia, the largest end is 1" dia.

Anybody know what it is for?

I thought of that, but the steps are square cornered, not tapered. Would be hard to use for swaging. Thought maybe some kind of bushing driver?

My original thought was a clutch aligning tool but that wouldn't work as it's too long for that to use different segments of it. I would still bet it is some sort of alignment tool though.
