I need to run 165 feet of wire from meter pole to shop. I plan to run woodworking tools and do some welding, so need 220. 100 amps would be enough in the shop for what I want to do, but wonder if it would lose too much from meter to shop to be consistant. Also, 4 ought wire comes with a sheath that would not have to be put in conduit and a 200 amp box is not that much more. Advice, suggestions and recommendations welcome.

Is this a one man shop? If so, then I would go with #2 MHF(mobile home feeder), which should be protected with a 90a breaker. MHF can be direct buried but needs to be in conduit inside because there is no outer jacket!

Is there a disconnect at the meter? If so, then u need a 4 wire feeder, and if not then a 3 wire feeder! U will also need 2 ground rods at the shop separated 6' apart!

O and 4/0(4 ought) wire would be way overkill and a waste. Yes you can use a 200a panel protected by a 90a breaker!

For a 100A feed at 165ft I'd use #1 aluminum. Use XHHW-2 or THWN-2 or RHH/RHW in conduit from panel to panel. USE-2 only rated wire can be direct buried but can only be used outdoors. The wire you are talking about that's in a sheath and does not need conduit cannot be run under ground if that's what you're thinking. The wire with the sheath is SER and is only for above ground and inside.
