It's called a 'roll former'. The ones I've worked with have multiple rolls and make anything from the metal pieces that hold window screens to Q decking (similar to barn tin but thicker).
The smaller ones have 15 - 30HP motors, the larger ones are 100 - 250.
I've never seen a hand operated one, I'd think it'd wear your arm out pretty quickly.

it's a doctored up roll former to roll sheet metal. probably not useable for anything more than thin aluminum stock , and low production.
possibly even photo shopped ?

I'm sure it would work fine with multiple passes - you're not going to get to full depth in one pass. That said, why are you needing to make your own instead of picking up panels from a big box store?
Look at the thumbnails below the screenshot in the OP. This machine is intended for bending a curve into a piece of already corrugated sheet metal. It is not intended to make corrugated steel from flat sheets.
