My 19x19 interior Garage is a concrete tip up construction, built in 1942. I've considered putting a grid of 1x3 strips and covering with 1/2 inch OSB on the walls. I live in Northern California near the coast with very temperate weather with highs seldom over 100 or below freezing overnight.

3 inch reduction in width effect on square footage
Possibility of transferring existing WAVE in Concrete walls

Questions
Should I put foam board insulation if i'm going to do all this work? B: Then i should insulate Ceiling too?
If I don't heat the garage will I have moisture issues?
in Priority order, Sealing up the main garage door with a good seal should come before this?
