coxreel - not ratcheting?

I bought a open box coxreel.
The teeth part of the reel doesn't reach over to the pawl.

I tried to push the reel over so the "teeth wheel" would reach the pawl but no luck. How does that happen? I can see the spindle but it won't go over much, need about an inch

the whole thing is broken because the brass swivel pinches the hose as it spins, there is some kind of binding because the threaded inlet also spins.

While it is obviously a defective dud, I have a chance to evaluate the quality. The spacer on the swivel side is a little cheesy it looked like a PVC pipe.
The steel reel and base plate is heavy but the supporting plastic parts are not. The hose it comes with is cheap, it's PVC and like a garden hose. overall, I am a little surprised how badly broken it got after it leaves the factory. I can tell someone used it somehow knocked the reel over an inch that it shifted out of the pawl position, binded the swivel part, and returned it.

I am not sure I will be buying one again?

I have a Coxreel electrical reel. Other than return the spring is a little weaker than I'd like (I might try a replacement cartridge someday), it works very well.

I wouldn't blame the company for an end user damaging it and returning it to the place of purchase.

I do see an plastic “spider” that adapts the reel to the shaft
It’s like a bushing between the 2. I already see a slight crack on it. Upon research I see some people have issue with this plastic. So I will be buying another brand I think.
Beside thick steel and thick paint. I feel it is not worth the price I am paying for after I have seen one up close. It should have a metal spider and spacers. . After all it is a reel with ratcheting pawl. Other reels also have that just the reel is a little less rigid, which doesn’t matter when it is not a work truck.

picture of the plastic part mating the reel to the ratchet wheel. Seems to be used in alot of the models, but could have been made with machined aluminum or something more solid. You can imagine this has to hold the teeth and reel against the tension all the time, and also if the it is impacted from the side, as mine is, it can develop a crack.
