It has pretty good reviews. I'm sure its not top quality, but if it was garbage I'm sure the reviews would say so.

I've used that Craftsman sand paper as I received it as a Christmas present a few years ago. Yes, it's no-name Chinese sand paper. The quality is so-so. It's not bad, but it's certainly not 3M or Norton quality. The case is pretty poor and tears very easily. You could get something nicer at an office supply store for sure. I think the whole package is worth 8 bucks, but probably not much more.
