Craftsman Block Bench Grinder problem

Hi everyone. I picked up a 397.XXXXX 1hp 8 inch c-man block grinder for $50, and the 6" wheels that where on it vibrated a bit. I was going to try to balance them, and here's what I find when I took off the wheels and flanges/washers: a retaining ring.

Question: is this the way the factory made it? If it ISN'T factory, how should I fix it?

ps: I did look up a similar looking unit parts schematic (sorry, at work now, don't have my exact model number), and I couldn't tell what goes in behind the inner flange. Looks like parts #10, #11 & #12, which are a Ball bearing spring, retaining ring and a washer. I have no idea what a Ball bearing spring is.

A ball bearing spring, also sometimes called a "wavy washer" is a spring steel washer, either bent in a wavy shape, or made with raised tabs, to take up minor amounts of end-play between a bearing and the housing in which it's installed.
