Craftsman box- carry box or top chest?

Picked up this old Craftsman box at the swap meet for $15 today. Drawers glide smoothly, latch is a bit difficult, no key. Going to clean it up and repaint. Based on badge, I'm thinking 1950's, but cannot find any ID number stamped on it. Was this a carry box or the top chest for a roller?
