Craftsman Chest dimesions help

Im looking to use these chests for a workbench base, can someone who owns one or knows tell me, is the height dimension of 33" measured with the wheels on or off?

I would think finished, with castors installed...

that is with the wheels ON. I have had a few of those cabinets, and they are low. I have mounted them, without wheels, under a work bench, or, with wheels, as a rolling tool cart. Its a nice cart for short people...like me (5ft 6inches).
