I'm planning on purchasing either a Craftsman Nylon Cup Brush or Craftsman Brass Cup Brush to attach to my drill in order to remove paint and surface rust on metal.

Which one is better Craftsman Nylon Cup Brush or Craftsman Brass Cup Brush?

I have always wondered about the plastic and will be trying one soon. I read an article written by an ******** tool restorer. He said one of his mentors (an old timer) taught him that soft brass wire wheels were the best for properly, and gently cleaning vintage metals. They don't scratch as aggressively.

Nylon brush is ok for putting a satin finish on metals, especially on stainless.

Wire brush is much more aggressive, and better for rust removal. That said, don't expect a drill to be fast enough to work efficiently with a small cup brush. It will be fine for getting into some smaller areas, but if you have a bigger job invest in an angle grinder and buy some decent brushes. My grinders are variable speed, which is great for straight-wire cup brushes (like in your pic) so you won't bend all the wires by spinning them too fast, but twisted wire brushes can handle the full rpm of fixed speed grinders. Once you try an angle grinder on rust it will quickly become your first choice for that task.

to remove rust probably a stainless but between those two it's pretty close, I'd give it to the brass. I have all 3 types of cup brushes, and in fact several different kinds of nylon. They are primarily sold to strip paint, not rust, but it can be done.

If you have an angle grinder, get a flap disc. Otherwise removing paint & rust is more likely to be a two step process.

How would a nylon brush perform removing Rustoleum Professional over spray from diamond plate aluminum?
