The base rotates circularly around the center in an orbital pattern. It doesn't spin...

No. It is single action. In this case, it orbits, it does not rotate.
Other single action sanders rotate, but do not orbit.
DA does both at the same time.

It was one of those tool purchases that I'm not sure I'll ever use, but it was cheap enough to buy anyway. So I can't really comment on how well it works.
